This is second 1032 ex 1043 ex US Army 267 ALCO 70699 1943 is correct

It looks more like a Pacific to me - leading coupled wheels missing and insufficient room for a fourth driving axle. But it certainly has a four wheel leading truck, so it is not a 2-8-2. No matter, I will remove the photo.
