This engine was ORIGINALLY a 2-6-2, but was used by Republic to shunt cars around their steel mills. The lead truck was a frequent derailment problem, so it was removed, the front end shortened, and the suspension modified. Thus the locomotive finished out it service as an 0-6-2 configuration. A 2-wheel axle has been set underneath the front to give the appearance of a lead truck, but it is attached to nothing.
