I examined the largest version of the picture, and the middle "wheel" is some kind of linkage. The locomotive is in the 1914 Porter catalog as the Class B-PP dual tank 0-4-0 two stage compound pneumatic. Driver diameter on this model was 26" on a wheel base of 4 to 5 feet, and an overall length between 14 and 23 feet.
