The "Alco-Schenectady Construction Number List" indicates that Construction Numbers 70388 through 70429, plus 70456; Road Numbers 4000 through 4043 were shipped to the "U.S. War Department" during September of 1942. The Road Numbers in this group were apparently not sequential with the Construction Numbers. Also, there are 44 potential Road Numbers listed and only 43 Construction Numbers. I don't see Construction Number 70430 anywhere else on the list, so this may be the missing one. All of the units were 0-6-0's and had a "Specified" total weight of 155,000 pounds. (This is not necessarily the "Actual" total weight)

This loco carries the roadname as C.P.R. 2023 in operation  at Heritage Park, Calgary, Alberta,Canada. (Sunny)

In fact, its original line as U.S. Army 4012, since it never actually was owned by the Canadian Pacific. (Doug Bailey)
